I’m working on a soccer robot, and my team and I are powering it with Teensy Arduino, with goal recognition by the OpenMV Cam, which is proving to be an invaluable resource. Anyway, the OpenMV is sending goal coordinates to the Teensy via UART, but there is no computer to bootup the cam, so how would I run the Cam headless? Would I just connect power to GND and VIN? Or do I need to send a pulse to BOOT or RESET?

Just connect GND and VIN, and to save the script to the OpenMV Cam, do Tools->Save Script to OpenMV Cam for the script to run on startup.
